Halong Bay is 500km far away to Sapa so it will very hard if you transfer on the same day. There are few options below:
Option 1: By bus: you can take overnight bus from Sapa to Hanoi. You will arrive about 6:00 AM in the morning. Relax then take another day bus (about 3 hours) to Halong Bay.
Option 2: Train + Bus: Take overnight train back to Hanoi around 5:00 AM then 3 hours by bus to Halong Bay.
Some ideal places and most visited places in Sapa you don't want to miss : Cat Cat village, Y Linh Ho, Lao Chai, Ta Van, Fansipan Mountain, Muong Hoa flower valley.... These are the most famous places with stunning beauty.
Best time to visit Sapa is from March to October. The weather will be nice and cool even in the summer, it is a little bit hot but still much cooler than Hanoi or other cities in the delta. Besides, best time to see the stunning beauty of the terrace fields. From November to February, it will be pretty cold and foggy here but it is a unique experience when visiting Sapa in the coldest time of the year.

You will have some means of transportation from Hanoi to Sapa like overnight train, sharing bus or prirvate car ( available for all time in the day ). For overnight train, it will take you about 8 hours, departing Hanoi at around 22:00 and arriving Sapa around 06:30 a.m. For transfer by car, it will be about 5 hours from Hanoi
There are 2 options for you to visit Fansipan mountain : trekking or cable car. For trekking, it will take you about 2 -3 days and require a good strength to finish the trek. Another way is to take the cable car which will be easier for you and also a nice chance to see the beauty of the area from a high view.
By middle or late of September will be the best time for you to visit the terrace fields here in Sapa. That is the time the rice terrace fields become ripe and turn into the beautiful yellow color before the local harvest the fields in the October.
If you have about 2 to 3 days free and no hustle, I would recommend you to visit Sapa, it will be a nice place with many places and interesting ethnic culture to experience
Staying overnight with a local family will give you more experience about the local life, culture and learn about their way of living. But if you would like a nice place with quiet accommodation, I would recommend you to stay in a 4 or 5 star hotel in Sapa
Yes sure you can, you can experience the special weather condition of this high mountainous area and if you are lucky, you can also see the snow there. You are highly recommended to bring coat, sweater, hiking shoses, gloves, scarf,… to keep your body warm enough to visit the town.
